Programme description

Dora Plus is an Estonian government programme that is initiated with the aim to improve the Estonia's visibility and attractiveness as a destination for studying and research. The programme will be implemented from 2015 to 2023 with the support of EU Regional Development Fund.

The purpose of the Dora Plus scholarships for PhD student mobility is to improve the awareness of young researchers of diverse teaching and research practices, encourage their involvement in international cooperation projects, improve the completion rates of PhD studies, and strengthen the compliance of doctoral studies in Estonian universities with the principles of innovative doctoral studies. The Dora Plus scholarship fund is provided by the European Regional Development Fund and Estonian government.

Duration

Single mobility episode can last from 1 to 10 month. PhD students can use the grant multiple times during their nominal period of study, taking into account that each mobility shall last 31 calendar days, at least, and each PhD student can receive a scholarship for 10 months in total (all mobility periods combined).

Financial terms

The scholarship for Dora Plus PhD student mobility can cover the costs travel and subsistence during the mobility period on the basis of fixed unit prices only.

The mobility period supported by the Dora Plus scholarship is determined on the basis of agreement with the host institution and individual work plan for the period of mobility. Up to two additional days may be awarded for travelling (one day before and one day after the mobility). Funding of additional days is considered justified when travelling on the same day is not possible or would be very complicated or would involve unreasonably long period of time.

The travel grant for Dora Plus PhD student mobility shall cover the costs of travel from the point of departure (location of the home university, in general) to the destination (location of the host institution) and back. In justified cases and with the agreement of sending university, the point of departure can be different from the location of sending university. All Dora Plus travel grants are calculated using the same city as a starting and ending point of the trip. One-way trips cannot be covered from Dora Plus scholarship fund.

The amount of the travel grant depends on the distance between the point of departure and destination of the study visit. Only the online calculator of the European commission can be used for calculating the distance. When the distance between the point of departure and destination is up to 99.99 km (included), the travel costs are compensated on the basis of the actual costs, but only in the amount of up to 180 euros.

The fixed unit prices for subsistence grant are established per destination country. NB! The logic of calculating the subsistence grant has been changed starting from 1.09.2018! The new fix unit prices are amounts per day. The subsistence grant shall cover the living and accommodation costs related to the mobility. The subsistence grant is calculated in following way: number of scholarship days x unit price per country.
